Hazard identification (Hazard ID) is one of the most familiar processes in occupational health and safety (OH&S). It is embedded in inspections, risk assessments, and day-to-day decision-making.
But it is also shaped by habit.
In many cases, that habit keeps the focus tightly on the worksite itself – what is happening there, and who is directly involved in the task. What sits just outside that boundary is often treated as someone else’s concern.
The problem is that exposure does not always follow organisational lines. It moves through air, water, materials, and systems. If we are serious about protecting health, Hazard ID needs to follow those pathways as well.
On World Health Day, we discuss why protecting health means looking more closely at where hazards go, not just where they start.
Reframing Hazard ID
This isn’t a new idea, and it’s not outside existing frameworks.
Hazard ID is the systematic process of recognising sources of harm. Under ISO 45001:2018, organisations are required to:
- Identify hazards arising from work activities
- Consider routine and non-routine activities
- Account for people beyond direct employees (e.g., contractors, visitors)
- Consider nearby activities, both those caused by the organisation and those outside its control, that may pose risks to the workplace
The expectation to look beyond the immediate worksite is already embedded in the standard, even if it is not always applied that way in practice.
This creates a clear mandate: Hazard ID must extend beyond the fence line.
The blind spot: Hazards beyond the immediate worksite
Many traditional Hazard ID processes are site-centric. They focus on:
- Equipment and tasks within the workplace
- Immediate worker exposure
- Compliance with internal procedures
This approach can overlook critical exposure pathways such as:
- Air emissions affecting nearby communities
- Contaminated runoff entering waterways
- Noise, vibration, or dust extending beyond site boundaries
- Psychological and social impacts of work on surrounding populations
- Downstream impacts of products and waste
From a public and environmental health perspective, these are not secondary issues; they are central.
Embedding an “exposure pathway” mindset
To broaden Hazard ID, organisations need to shift from a hazard-location mindset to an exposure-pathway mindset.
Instead of asking:
“Where are the hazards on site?”
Ask:
“Where can exposure occur, and who or what could be affected?”
This includes mapping:
- Source – Where is the hazard generated?
- Pathway – How does it travel (air, water, soil, supply chain)?
- Receptor – Who or what is exposed (workers, community, ecosystems)?
This approach aligns closely with environmental health risk assessment models and strengthens integration between OH&S and environmental management.
Leveraging ISO 45001 and related standards
The expectation to consider broader exposure pathways is reinforced across multiple standards.
ISO 45001: Occupational Health and Safety Management Systems
Key clauses supporting broader Hazard ID:
- 6.1.2.1 Hazard Identification
Requires consideration of:- People in the vicinity of the workplace
- Work organisation and social factors
- Changes in knowledge and information
- 8.1 Operational Planning and Control
Encourages lifecycle thinking and control of outsourced processes
ISO 14001: Environmental Management Systems
ISO 14001 complements ISO 45001 by requiring:
- Identification of environmental aspects and impacts
- Consideration of normal, abnormal, and emergency conditions
- A lifecycle perspective
When integrated, ISO 14001 helps ensure Hazard ID captures environmental exposure pathways such as emissions, waste, and resource use.
ISO 31000: Risk Management
Provides a broader framework for:
- Understanding context beyond organisational boundaries
- Considering stakeholders and societal impacts
- Embedding risk thinking into decision-making
WHO and public health frameworks
Public health models emphasise:
- Population-level exposure
- Vulnerable groups
- Long-term and cumulative effects
These perspectives strengthen Hazard ID by pushing beyond immediate, short-term workplace risks.
Practical ways to expand Hazard ID

Map the Full Activity Footprint
Go beyond the site boundary:
- Transport routes
- Supply chain inputs
- Waste disposal pathways
- Product use and end-of-life

Include community and environmental receptors
Explicitly identify:
- Nearby residents, community/ies, and businesses
- Sensitive land uses
- Ecosystems and water sources

Integrate environmental and OH&S risk registers
Instead of separate systems:
- Combine hazard and aspect registers
- Use shared risk criteria where possible
- Identify overlapping exposures (e.g., airborne contaminants affecting both workers and communities)

Use scenario-based Hazard ID
Consider:
- Non-routine events (shutdowns, maintenance, spills)
- Emergency scenarios
- Climate-related impacts (flooding, heat, bushfires)

Engage broader stakeholders
Hazard ID improves when it includes:
- Worker insights across roles
- Community needs
- Public health data
- Regulatory and environmental expertise

Think in terms of exposure duration and accumulation
Some hazards are not immediate:
- Chronic low-level exposures
- Bioaccumulation in ecosystems
- Long-term social and psychological effects
From compliance to contribution
Expanding Hazard ID beyond the worksite is not just about meeting standards; it’s about redefining the role of occupational health in society.
Organisations that adopt this broader view:
- Reduce harm across entire systems, not just workplaces
- Strengthen trust with communities and regulators
- Align with global sustainability and health goals
Most importantly, they contribute meaningfully to improving health outcomes for all, not just those inside organisational boundaries.

Hazards do not respect fences, and neither should our processes for identifying them.
By integrating occupational, environmental, and public health perspectives, Hazard ID becomes more than a compliance activity; it becomes a tool for protecting entire communities and ecosystems.
